Yes but they aren't at war with everyone that has a standing of less than -5 to their faction.

NPC navy shoots you for having a -5 standing, that's ok by Concord.

Factional Warfare player decides to shoot you for having a -5 standing, will he get Concorded ?

Faction navy NPC rules of engagement differ from FW players..

As far as I can tell only two corporations or two factions can be at war with each other as things are.

I get the impression that has sown it up as well as it might because you have things like mercs and stuff that doesn't quite fit in.

I think they meant even if you aren't in FW, FW pilots would be able to shoot you.

With -5 faction standing I've found they take a little time to react, if you are just travelling through you might not even notice them but they turn up eventually if you hang around and will track you wherever you jump to in the system. They get faster at tracking you the longer you stay in system and finally they scram you and blast your frigate to pieces. What happens if you turn up in a battleship and fire at them I'm not sure.

If you shoot back they will pop like any other NPC's. However make sure you have a 100% passive tank and no cap weapons f you do as they will neut you dry rather quick.

If you want to you can park a passive tanked Ishtar (500 or so dps depending on sec status) in a suitable system, release the drones and have them pop the faction navy ships one by one. They will only web and not scram you unless an outlaw decided to share grid with you for a moment as they will spawn scramming frigs that will go for you once the outlaw has left. So in other words, bad idea to play with such a ship next to a gate/station.

After you have left the Ishtar there for an hour or two you will have a ball of empty faction wrecks around you. Unless it has been fixed the past few years you won't even get a faction standing penalty as a result. This is why I was playing around with this as I wanted to become -10.0 to Amarr at the time.

NPC Corps can't be at war because they need Concord to protect their members. I don't think you should be able to disable Concord by reducing your standing. Maybe Corps and Factions could use bounty hunters to track down characters with low standing. Concord could issue a licence which makes hunter and the target fair game for each other.
Well something along those lines as a suggestion, my point is probably that the player driven bounty system seems a bit limited especially for players that spend 99% of their time fighting NPC ships. I have to wonder if it ever actually achieves anything other than decide who is on the billboard this week ? and consider the possibility that it was a bounty they placed on themselves.

If Concord can sell war rights, why can't they sell kill rights ?
