Considering that the smaller Titans that players can fly have been developed to futhfill the demand of a more resource friendly answer to the original titans with similar capacities (jumpbridges & DD's, in a reduced fashion compared to the originalsofc), one could consider them T2 ships.
An article I did about the original titans (some even saw flight in this game, either in beta or during release!) : The Empire Titans, when big isn't big enough!

With that in mind, perhaps a few more faction variants should pop up before going T2, using the faction variants as 'tests' on what could be done to justify a T2 variant.

Some thoughts on faction variants:

Serpentis capitals, they're the only pirate faction owning an Empire Titan (stole it from the Gallente!) so perhaps they can re-engineer smaller titan tech, or incorporate some of it in a serpentis (super) carrier/dread. Not sure what bonuses they'd get to set them apart tho

Guristas: They're known to have infiltrants in Caldari military. They used to have deep connections with the 37th squadron, an elite army capital ship group, before they got corrupted through the provists.
Perhaps Carriers/Supercarriers based on the fabled massive drone(fighter?) bonuses, with the cave-at that they field fewer drones/fighters in flight. Or perhaps a Dreadnought using drones as a siege weapon? Increased damage/HP but also increased sig/reduced inertia to reflect this?

Anyone who can offer some variants as well, go ahead!
