Honestly, the very exact same way you create loyalty with any group. The same things that make a group loyal to each other can be a good first start.

Honesty, initiative, "take charge" attitude where it is required, respect for your peers/subordinates/leaders equally, showing that you actually care about each other and their well-being rather than simply your own, a willingness to teach and be taught, so and so forth.

Best way to ensure a modicum of loyalty.

Have a screening process even Mother Theresa would have a hard time passing,
Treat everyone equally,
Be consistent
Don't fly bling when your corpies are in rust buckets.
Log on and participate. Too many Directors log on just to check the tax wallet.
Listen
If you intend to rip a pilot a new ********, do it in private convo, or private TS channel, never in public.
Have goals that are shared
Dictate only when necessary, never as the default setting.
