Oh no, we took care of that. He shut it down after it became a widespread practice to tell one's victims to send him an evemail asking for reimbursement. I personally sent him about fifty people that first week, I went on a tear that I have yet to equal since.

If someone is using third party resources to scam you in game, that doesn't cause you real life harm in any way, shape or form. And in a game where third party resources are integral to the experience (they don't call it spreadsheets in space for nothing, sugarplum), they don't actually exit the magic circle in any other way.

If someone is harassing you over TS, through a Blog, website, etc. you should report them to the police or at least their hosting. A petition won't hurt, but CCP is unlikely to be in a position to affirmatively verify the connection between an EVE account and a blog.

About 8-10 people just got blanket permabanned for scamming people using teamspeak to isk double, etc. So I was just curious.

Not sure from which perspective the OP is implied, but my guess would be, when it reaches a personal level.

It's okay to call someone a dirty carebear and blow up his ship repeatedly for fun in game, but if that carebear in question would then acquire real life information on the ganker and proceed to make threats to him/his family, then local police should be contacted to ensure the safety of you and your family.

I also believe every case has a grey area filled with holes and is subject to opinion, but generally, I would say when the "Harassment" goes from EVE related to not EVE related then it's crossed the line.
Also someone going out of their way outside the game to make someone's in-game experience miserable, is just really sad and they should visit a psychiatrist to evaluate their mental well being.

As for cases like Erotica and fake recruiting/fake super sale websites, then no, i don't believe it's against the EULA. But there's already a threadnoughts discussing those topics.
And lastly, as for blogs/websites. As stated above, as long as no real life information is being leaked, and the content is just angry sperging, then I say everyone's entitled to their own opinion.

Assuming this is the incident(s) I'm thinking of, that wasn't all they were doing in those TS sessions.

The scam wasn't the reason they got banned, since ISK doubling is quite legal, it was their method of dressing it up that crossed the line out of the magic circle.

No sympathy for you guys who get off on bullying.
Yes, Eve is a sandbox, but normal people realize there's a limit. Those who don't get that got banned, and Eve is a better place for it.

Usually forums are considered a part of the game, since you are within your character.

But if you call to that person house or send him an email (not eve mail) that crosses the line.

Personally, I think CCP did some much needed spring cleaning.
I'm sure they have their reasons to ban the people they did. I'm also sure the people who end up permanently banned knows why - Or maybe the point is that they don't - Either way they're gone now. Good riddance.
