This is not correct.

GMs definitely disallow doing this in the context of scamming as it exposes CCP to significant RL fraud risk (credit card chargebacks).

A dishonored ransom probably falls under this ruling.

Pretty sure demanding a PLEX for ransom is fine.

Demanding someone purchase the PLEX with RL cash tho, likely not cool.

Just don't do something stupid like "A PLEX or you die!" "But I don't have a PLEX!" "OK well log in to acct management and buy one I'll wait."
