The issue was that UAC was preventing the updates from occurring, but wasn't actually popping up to allow the updates. For whatever reason, the launcher still displayed as if they had completed successfully. After putting in exceptions to allow the launcher and client, the updates occurred as expected and the game loaded as normal.
