Ui settings not saving

i am having a problem where Ui settings or any new settings will save. IE start eve Effects is toggled (was recording) and i want them back on so i put them pack on log off and there toggled off again. I also cant make any new drone groups my chat windows keep resetting. IE i close 3 log of then there back .

I have cleaned cache
run as admin
run repair

I have looked for other post but i seem to only find some from 2008 witch dont help now

just a fyi they worked before Hyperion but this could be unrelated and i dont think i instaled any thing that would mess with EVE

backup and move the settings folder located in appdata structure and see if that helps. (forces the client to create a new one)
