Bit frustrating this but I've seen many cases where a moon has a anchored pos on it and it is offline.

It be an idea to make these items become easy targets when their owners neglect them. It's part of the risk in owning a moon that If you let it run out of fuel be prepared to lose it quickly. it took me 3 hours between 3 people to shoot a small that needs changing.

It may be somewhat more helpful if you mention what class of ships the three of you were shooting with.

i once burned down a WH pos that ran out of fuel in 3 sentry geddons in a few hours... Was "fun", i was just glad the 99% hull resists didnt seem to work as they should have...

It would be enough for the start, that concord will not protect those POSes in high sec, that run out of Starbase Charters. No need to waste 50 milions on war declaration and wait a day till you can free the moon. Low number of moons also mean low job installation costs, so offlined POSes are a problem in systems, close to trade hubs, that has low moon count.

This can be an issue, for example, in low class wormhole space where you can't bring a battleship fleet in. It's also a nuisance for smaller high-sec corps where 50 mil for a war dec represents a decent investment.

This or rather theses threads exist already.

Besides that, I support second anchoring while another tower is offlined, concord free - shooting abandoned towers, which they should become after a while and so forth.

OP better check those threads and link em - not my job.

Half an hour in an incursion is hardly a significant investment.

OP, have you tried using oracles?

It's rare I disagree with your comments but 50 mil? If that kind of ISK represents a decent investment you are probably in no position to be war deccing in the first place.

In regards to High Sec space, I've tended to feel that a POS should burn through star base charters regardless of whether the tower is online of offline. If the POS runs out of charters the owner should be given an alert and a count down to refuel the POS with charters or discover all modules and the tower were unanchored by the respective faction they are essentially renting the moon from.
The faction should also penalize the owner according to the amount of time there were no charters to burn by burning that amount first.

This will solve a lot of neglect by enforcing maintenance of the POS in high sec.

Outside High Sec an offline tower should be hackable. If Hacked successfully (hackable once every hour, to prevent spamming) the tower begins preparing to unanchor after a period of no less than 24 hours unless the owner takes action to online the tower.

Cloaking is the closest thing to a "Pause Game" button one can get while in space.

Would like to see NPC Pirates and Rogue Drones attack offline stations. Like an anomaly but with meaning beyond ISK farming.

They put timers on our secure cans, they can put timers on flag pole POS deployment. I'm not sure why they haven't done it yet.

The 99% hull resist gets applied to everything that's anchored on the POS, not the stick itself, while the POS is still alive. This is to make sure that you can't just pop guns instead of only incapping them without spending a stupid amount of time popping each gun.

Lowering the average to make you look better since 2012.

Here's a compermise; If a POS runs out of fuel, it ceases to have any shields (currently, a POS that has no fuel simply does not have the protective "bubble"... but the shields are still there).

Most of a POS's HP lies in the shields. If a POS has no shields (at all) then it should significantly reduce the time needed to burn it down.
