Looking to wander around in low sec for a bit to do a bit of ratting and exploration. Any advice on what ship to use and what to fit.

Must be Amarr as I am not cross trained.
Must be able to kill rats found in Low sec. What bounty is found on low sec rats?
Price range of ship and fittings no more than 250m ISK
Priority would be to escape any potential conflict with other players not to engage.

Think a battleship would be to slow and easily ganked by pirates so was hoping a Heavy Assault cruiser would have the tank/firepower to rat away and still be quick enough to align and warp out at sign of danger. Any advice appreciated

Pilgrim. Pretty much end of story.

Pilgrim is the de-facto ship for that price range. Once you've made some spare ISK, a Legion works even better. With regards to HACs, the Sac might be ok, but the Zealot seems a bit weak in the slots that matter for it to be viable at exploration.

Also, you might want to consider training up other races' ships. It really is handy to be able to grab the best ship for the job, instead of being limited to one race.

It depends on what you are trying to do more. Ratting or Exploration.

I'll be the third one who mentions the Pilgrim. And for a reason. It has enough high slots for cloak, scanner and maybe a salvager for magnetometric sites. It's a drone boat, so you don't lose any dps worth mentioning. The mediums can be filled with afterburner and hacking / archeology modules and some cap stuff. The lows are filled with your tank. Again no lose of dps, since you fly a drone boat.

But it's only a good choice for hacking/salvaging/archaology sites.

I used this fitting. It can do radar and magneto sites and some of the unknowns (combat sites). It has a cap-stable tank to deal with any rats. I exchanged the salvager and tractor beam after a while, since magneto sites were horrible. But it might be worth to take a look at them with the Crucible buff.

Yes, the batteries do help the tank more than two cap rechargers since they give you more than twice the cap and improve regeneration since it works proportional to total value.

You want something with more dps for combat sites or pure-bred ratting. You CAN do some of them with the Pilgrim, but it's tedious with only about two hundred-something dps.

Thanks for replies, they were very helpful. Looking at a very similar setup as the one you posted Jokus but using only 1 of the sensor boosting rigs, the other being an aux nano pump for a little extra tank. What did you exchange the salvager/tractor beam with? At moment I plan to run with the salvager and 1 gun for a little dps when needed. For more combat sites I would think running two guns over the tractor/salvager and replace analyser with an omnidirectional tracking link II.

I looked at the legion but I have very little experience of low/null sec so its to much ISK to risk at the moment.
