Can' get connect remote info-file could not be fetched

cant connect since downtime at 27.08 . Internet con works fine just not for Eve, cant even reach customer support.
Exact text is http//client.eveonline.com/patches/premium_patchinfoTQ_inc.txt, please check internet or contact support which I cant. Btw I am from Austria and slowly annoyed no income and skill queue running out. Help needed
