I'm confused - Is this steam RMTing?

Nope, they're out of game codes for cash.

That they happen to be redeemable with CCP for in game assets (as plex codes are redeemable with ccp for PLEX) is irrelevant.

Also Steam isn't a player of EVE.

CCP controls the game. CCP writes the EULA/ToS. CCP can change, or make exceptions to said EULA/ToS as they please.

It's one of the nice things about owning a company like this. They get to set the rules. You'll never really be able to "gotcha" CCP on a EULA issue, because they can literally change the EULA at the drop of a hat.

If CCP says what Steam is doing is not RMT, well...it's not RMT.

It's not about the discounts on the accounts, it's the micro transactions they're offering for in-game items.

Did you even look at the page? You don't need to buy a new account, they just have a similar name as past starter packs. And if you don't think this is a microtransaction you don't really understand what a microtransaction is.

This is not something I can recall CCP doing before, and although it's obviously not RMT as a violation of the EULA or anything that breaks the rules like Somer did, it's still a significant step for them to be edging into the microtransaction business model like this. I think it's a very good thing and it opens up a whole new revenue stream for them.

You're right, you can only buy 4, not 10. But when has CCP ever sold a package that contained nothing but in-game items?
