Just re-joined EVE, unable to connect to server!

When I hit play from the launcher, EVE opens and immediately says: "Could not connect to the specified address"

I see the exact error is: "unable to connect to 87.237.38.200 on port 26000"

I have tried the following:
-Rebooting system
-Re-installing EVE
-Running repair.exe
-Clearing out the launcher cache
-Moving my system outside router DMZ, because why not

-I have also reset the router as well as tried switching internet connections (although on the same provider/location)... still nothing.

nothing has worked, I can't even ping the IP address listed - it just says "general failure" with no hops. When I try other IP addresses they do work just fine (when pinging).

Help? So frustrating...
