A recent PvP incedent...

I was hauling stuff around in an iteron somewhere near Dod- a .8 system I think.
I was on manual and landed at the gate.
I noticed 2 ships, one quite large (a Raven possibly) the other smaller.
What got my interest was that the larger ship quietly targets me, then picks on the little ship and pops him.
I managed to send of a ****** missive to him and add him to my watch list before he throws me a volley.
I jump through the gate and he doesn't follow.

The question is: under what circumstances would Concord not get involved in this unprovoked, nay, heinous attack?

Ever considered that the smaller ship was a war target, a can flipper, a corp member, or someone the aggressor had killrights on? All four options provide free firing without dealing with CONCORD.

from time to arrival at the gate to jumping through, probably not more than a minute.
I had time to add him to the watch list and write something in local.
I also had time to watch him pop this other guy but he didn't go red to me until after he popped him.
I'm in a NPC. Could this possibly have been a deliberate ruse to get my NPC as hostile giving him legitimate right to agress. He had time to tell me that he wasn't going to get pooped so he must have known Conc weren't going to get involved.
I'm looking to understand the mechanics of this.

There are any number of ways to do that.

1. They both might have been in same corp.
2. The raven guy might have a gcc on the small guy.
3. they might be wardec'd.

But my guess is he was getting you to to loot the stuff so that he can shoot u.
