Just saying:

The server downtime on Tranquility will be extended on August 21st by 30 minutes and will last from 11:00 to 12:00 UTC.

Go and play Planetside. Witness a one-hour estimated downtime turn into twelve hours courtesy of SOE, then you can complain about "extended downtimes".
