Although I find the ambiguity of the OP, and the discussion that followed, entertaining, we would be much better suited to answer the question at hand if we knew specifically which type of "head job" they were referring to.

I think OP meant HED-GP. HED sounds like head and GP is a General Practitioner which is a job. So in total OP is asking if doing a nullsec system a crime.
