A quick sidenote, though: the character appraisal tool has not been updated since 2010-2011 as far as I could find, because the creator has quit EVE. The minimum bid I set consists of less than 500 million ISK per million SP plus the transfer fee, which I consider a relatively fair price.

This is a toon that requires little or no additional training and can make you a lot of ISK simply by logging in for a few hours a week.

I've considered this and decided you are right. However, since Trader characters go for roughly 3 billion (without all skills to V) and PI characters oscillate between 1 and 2 billion I still consider that she's worth a minimum of 5. I will amend the prices to minimum bid 4.5 bil (LokkingAround X's most recent bid) and the B/O to 6.
