I thought this was payment every time.... not just a one time thing.

I won't speak for Leto (isk is tight - he keeps me in fried chicken), but I'll pay the million isk for a Kell Kill ever single time until end of days is upon us.

If you pop his pod at a value over 500 mil - I will pay 50 mil

Day one goes by with no Kellmails. Maybe we need a bit more of an incentive.

You might be waiting a while. Undocking is uncommon. When you are an ancient industry pilot you tend to have well trained alts to do everything outside for you.
