Eve Doesn't Run on Surface Pro 3

So obviously I'm not trying to ~game~ on a Windows tablet, but I do wanna change skills and stuff.

When I log in to Eve, bulk data loads, but the character selection never appears. I can press escape to open up the options window, but nothing appears behind it. All black. Same if I log in from the debug.exe or whatever.

Literally have no clue if this is a Windows 8.1 issue, Intel 4400 Graphics issue, or just a Surface Pro 3 issue.

Help pls.
