The same backwards cycle that reloading weapons show would be fine for this and any other cooldown timer

Cloaks on re-cloak delay as well. Those if you spam you can cloak and then instantly uncloak the next tick.

Obviously this should have been implemented when the MJD was released. The current design is lazy and poor. +1

This feature is now on Sisi with the Oceanus update.
