Eve client displays 2-4 FPS every 2nd launch

Hopefully someone has experience with this, because I'm at a complete loss as to how to fix this.

Every second time I start EVE after a reboot, I find it displaying at about 2-4 FPS. The game is obviously unplayable at this frame rate. Every subsequent attempt to close and restart the client yields 2-4 FPS until I give up and reboot the system. On a fresh boot, Eve will start and run properly exactly once for as long as I need it to (until downtime, obviously). If it is closed and reopened, it runs at 2-4 FPS.

The computer isn't starved for resources; it has an i7, 18GB of memory and a GeForce 770 4GB.

I have tried the following things with no result:

- Restarting video driver itself using this tool: http://www.nirsoft.net/utils/device_manager_view.html
- Repair of EVE files
- Reinstall of client
- Update of NVIDIA graphics drivers
- Update of Windows 8
- Updating graphics driver
- Testing various window modes; fullscreen, windowed, borderless windowed, double/single screen, etc.
- Setting graphics to minimum settings
- Validation of DirectX files
- Throwing chicken bones while doing a headstand on a copy of the Necronomicon

Before this problem with Eve, I could go weeks without rebooting. Now I must reboot every time I want to play the game, which is quite frustrating. Rebooting is a pain because I have to start up several other things manually that I need to run 24/7. No other game exhibits this sort of issue on this system.

I have submitted a ticket, but as of yet I have had no response from CCP. Has anyone in the forums seen this before and found a solution?
