Hyperion Nestor Change: Is refitting allowed during a match?

Would like to get clarification if Refitting at a ship is allowed during an AT match.

I think it goes without saying that this would be highly abuse-able by certain setups (Tinker, Turtle comps).

The Nestor will be disallowed in Alliance Tournament XII.
