Cannot deliver a packaged freighter to a POS or repackage at the pos

This issue especially applies to those that build JF's, there is not way to move a T1 Freighter to a pos and use it in production, as it can't be repacked, or hauled packaged to the pos.

As it stands, you MUST build the freighter at the pos, in order to use it as an input to a JF.

There needs to be a way to repackage an empty freighter in a ship maintenance array.

At present there is not work around, except to build the freighter at the pos before building the JF.
