The problem isn't that carriers are too good at subcap combat, the problem is that they're good at subcap combat while sporting an insanely powerful spider tank from other carriers. We need to force them to commit to one or the other, not be able to both at once.

Personally, I think the cleanest solution is to change the total remote rep bonus on the triage module to match the damage bonus on a siege module, and then nerf all capital rep modules so that triage carriers keep their current capabilities. This scheme of forcing a commitment to a particular role has worked well for dreads, and I think it would work well for carriers too. (Incidentally, I think this is very much in line with your second proposal, but I haven't checked the numbers.)

This would allow carriers to remain useful for subcap work, but not while sporting a nigh invulnerable spider tank. It would also allow carriers to remain useful for remote repping, but not while sporting a nigh infinite stockpile of sentry drones.

Your drone solution is interesting, but it doesn't address the state of capital reps, which are badly out of whack. A triage/rep re-balance would, I think, do both.
