Looking to buy a new pvp pilot. Budget wise, looking about 40-75b, not really limited though.

Things the pilot MUST have:
A good name
Must be muliracial (will post below in what preference)
Near perfect gunnery skills
Near perfect shield/armor skills
Near perfect engineering skills
Good subcap drone skills

Things that would be NICE to have:
Near perfect sub BS ship command skills, T2 primarily
Leadership skills
decent killboard

Things that I will NOT pay extra for and DONT want:
ANY industry skills
ANY resource processing skills
MOST Sciene skills (except Graviton Physics 5)
Cap Ship Skills
Cap support skills

Preference for races from highest to lowest:
Minmatar
Gallente
Amarr
Caldari = Worstdari
