In fact the Astero only needs cloak IV and a couple ranks in two racial frigates to fit a covops cloak.

Though I personally wouldnt move PLEX around in highsec even with covops.

No, but the ability to zip through null without a care in the world should come at a cost.

Anyways, things like skillbooks and PLEX don't require any substantial storage space, especially not 1,000 m3, so I don't see any real purpose for it.

If you want a T2 shuttle, get the Leopard. It's about as close as you'll get.

Pods are catchable with instalocking ship setups so any shuttle will be too - you just need enough RSB alts.

Lets see ships that are small reasonably fast without having to invest into too much bling OR training time :

Astero, the low SP cov ops frig,
Dramiel, insanely fast with a couple of warp speed rigs even faster in traveling than any interceptor, also fairly low SP requirement

Need for another new ship with a questionable role while others can fulfill it even better, fairly low.
