Only 70% with skills @ 5 and +4% implant?

I must be missing something. I'm being offered 70% refined product for Veldspar.

I have:

Refining V
Refining Efficiency V
Veldspar Processing V
a +4% beancounter implant

And still 70%? Shouldn't it be 72.4%? I'm at a Caldari 50% station with which I have 8.01 standings.

Do I need to move and find a Minmatar one? I thought that was only for player-built starbases.

Hover over the percent and it will give you a breakdown of what is affecting it. If you have other materialsat a different refine rate it will not show your highest rate.

50% Facilities * (1 + Reprocessing 5 * 3%) * (1 + Reprocessing Efficiency 5 * 2%) * (1 + Material 5 * 2%) * (1 + 4% Implant) = 72.358%

Hovering over the bar yields the following info:

50% base yield
x1.15 bonus from reprocessing
x1.1 bonus from reprocessing efficiency
x1.1 bonus from ore processing skills average
x1.04 bonus from Zainou 'Beancounter'
x1.0 reduction from station owner tax

The two I have question about would be the "processing skills average" and the station owner tax.

Since my standings are high enough, my tax is 0.0% (thus being multiplied by 1.0), correct?

To understand the processing average, not all my ore skills are at level V, but this one for Veldspar (among several others) is at level V. So is it showing me just the average across all ore types? In which case, I am getting 72.4% for veldspar, but it is not being shown.

The 52%+ bonuses are for player owned outposts I believe. Any NPC stations (including the conquer able ones in nullsec) are subject to the 30%-50%.

The Highsec PoS refiner is 52%, Lowersec PoS refiner is 54%, NPC High/Low/Null 30-50% and player built outpost 50% but the Min is 60% I believe and can go higher with upgrades.
