The only place I can find that explicitly mentions it is Responsible Disclousure Dev Blog.

That expansion means that you have to find a site that has probability to have an escalation. You have to prepare yourself to have right kind of resists and ship or you may fail hard and its gonna just cost you money. Also be aware that somebody might have probed that site already and that may bring you troubles also.. If everything goes well, you may find some good drops. But keep in mind that escalation may take you in non wanted places. But good luck in your journey, that might be a site of your lifetime.
