Trading Steam bought plex to Non-Steam Account?

Hi I was wondering if anyone knows if you can trade plex's? I have a main account that I play with and a inactive account from when I bought the game on steam. I have a lot of Steam Market items (CSGO Weapons, Dota Itmes) that I could sell to purchase a PLEX on steam.

I'm aware of the 4 hours you get to activate a plex, my question is can I use that time to send the steam bought plex to my main account?
