So I was minding my own business recently and I noticed two mining lasers appearing out of nowhere from another ship, is this some kind of tech 3 hulk variant that I've uncovered CCP testing?

lolwtf glitch

Yeah totally because one ship is not off camera nor listed in overview. Roll

EVE is becoming shallow and puerile; it will satisfy neither the veteran nor the "WoW" type crowd in the transition.

Even mining lasers sometimes miss, what you're actually seeing is the lasers from a Hulk in the next belt missing his roid. It's not an uncommon sight these days, a tracking computer would help.

Yeah it's a bug.
What mostly helped for me is EYEing the ship,
then the lasers move to the right spot again.

Those are my mining lasers. I fired them at a wormhole to see if I could mine some hole-goo out of it and was wondering where the beams went.

Six months in the hole... it changes a man.
