market settings filter fail

I had the cpu + grid market filter enabled, and sitting in a freighter, the market in jita was not showing any reinforced bulkheads,

The ship has a 100% reduction in the cpu requirements for bulkheads, and their cpu requirement was exceeding the ships cpu.

This should be rectified.
