Eve launcher issuses

So my buddy just got eve off steam and he's trying to launch the launcher but it fails to launcher properly and all he can see the top bar with the Eve online launcher version and in place of everything else is just a line of text the reads:
"ReadResponse() failed: The server did not return a response for this request"
Is this something to do with the game? or his computer?
