Further changes in DUST are largely going to be focused on minor balance and gameplay issues, due to the development of Legion, but it occurs to me that something major could be changed, rather easily: the EVE-side POS bonuses from district ownership in planetary conquest. At present, these are, depending on district infrastructure, as follows:

- Cargo Hub: 10% per district owned to a maximum of 4 districts (40%) decrease in manufacturing time at a POS.
- Research Lab: 5% per district owned to a maximum of 4 (20%), reduction in POS fuel usage.

Are these worthwhile? A 20% reduction in POS fuel usage is nice, of course, but I don't think anyone would bother to relocate their tower to Molden Heath for that alone. A 40% decrease in manufacturing time, on the other hand, could be valuable.

PC in DUST is stagnating, and EVE players never did seem that interested in it. But it is possible to inject EVE ISK into DUST by converting it (briefly, you give EVE ISK to an EVE player with a DUST alt, and that alt gives DUST ISK in turn to your intended recipient). ISK influxes could allow newer DUST corporations to buy clones and take districts, thereby providing allied EVE corporations with bonuses.

What kinds of bonuses would be necessary to pique capsuleer interest in mercenary affairs? There's potentially an entire other war in low sec outside of FW that isn't being fought.
