Drugs and material reduction from Stations

Hi,

i wonder if the the amarr outpost's ME reduction also applies to drugs BPCs. can anyone tell me about this?

I also wonder why the material use for productions is so inconsistent. Standard Drugs need 17 units of pure material while the simple reaction only produces 15 units. on the other hand a Strong booster needs 11 units and the Complex reaction produces 12 units of pure materials.

could anyone help me with this?
