I was told that its an exploit for people to jump in and out of a corp over the course of a few days to bash a POS. Is that true or not?

Corp hopping: This is never an exploit with one exception; you are not allowed to join a corporation that is at war while you are in space and in the same system as a war target of that corporation.

In the past, there have been some policies in place within Customer Support that imposed additional rules onto the war mechanics available in game, such as the so called "Alliance Hopping" or the more recent "Dec Shield".

The decision has been made to lift those restrictions that affect war declarations, thereby opening up ways for corporations to avoid unwanted wars via methods that were previously considered exploits of game mechanics.

In other words:
If you can leave or declare a war, raise the costs for other entities to declare one to you or do any other war related things within current normal game mechanics, you may do so without having to keep other rules in mind.

The pilots bashing my POS were all in local, and even tho I have them set to -10 they showed up as neutral, as the POS is in reinforced mode. So that would be an exploit based on your post, joining a corp at war while in the same system?

Sounds more like you need to set corp to corp standings or corp to alliance. Just setting them -10 to you will not give the POS permission to attack them since its a Corporation Owned Structure. Furthermore, if it is in reinforced more, the POS wont shoot back anyway.
