Well from what I've seen and bought myself I would say
P.I. skills 4-5b
navigation skills 4b ( more if you can get it to fly a freighter)
production and Resource Processing and Science I would say roughly 10b easy maybe even up to 15b there really good
Being able to fly a hulk with exhumes 5 and good mining 6b-8b
sense you have good engineering skills mostly see it as a bonus not a gotta have 1b-2b

The rest of the skills are just extra so I wound only throw on a extra 2-5b just because you have 44m sp

So if I were you and really anted to sell this account which could take a week or 2 I would set the price 35B to 40B and see who gives you a offer close meaning about down to 30-35b.
