Account reactivation for character transfer ?

I have a character for sale on a disabled account. How and whom must i contact in order to reactivate it, for a few minutes, in order to transfer the character, if I find a buyer?

except for rare cases where petitions are granted, you will have to reactivate the account to transfer it. It takes 24 hours to transfer a character, and the 5 hour window doesn't give enough time for it.

Without losing much, you can just plex your account to free the character up. Maybe include it in your price.
