Local is a communication feature, but it is one hard coded into the sandbox walls, outside player control.

Also double XP, err i mean SP, weekends. 'no CONCORD' weekends. Weekends that double the effect of random modules. Weekends where random null constellations lose sov.

Serious Answer:
Sounds like a wormhole - which I intentionally avoid because of this.

We had a WH pilot in corp once, and every time his mic turned on all you could hear was the clicking from him pressing d-scan about 100 times per minute. Apparently it was an old habbit he couldn't break.

Yeah... WH's do that to ya... I even relapse in high sec regularly. Not a bad habit to have though, because being in a WH without it is death.
