[Fanfest] Allow Players Access to the Octagon

Have you ever wanted to say, "fight me at fanfest"? or "fight me irl!" well now you can!

Allowing players access to fight each other in the octagon from last years Fanfest, we can settle sov disputes without days of grinding!

Think of the battles:
The Mittani vs. Vince Draken
Progodlegend vs. Mister Vee
Lazarus Telraven vs. a sandwich

Get in a drunken brawl with some highsec pubbie that said mining was fun? Fight him while your lowsec corp cheers from the stands!
