War Dec Fees and Dust Characters

I'm curious as to if the war-dec fee includes a cost for Dust players or is it just the EVE players?

For example a war against an 1000 man alliance, with 30 EVE players and the rest Dust players is only 50mil.

Is this how it's meant to be or should the Dust players also be counted in the war-dec costs?

I think it only counts capsuleers, but I'm not a %100 on that. Dust players should not be counted as they cannot contribute to the War Dec in any way, and are not valid targets for the War Dec in any way, currently anyways.
