Edit: Silence or Silent (singular) is a pretty new race to Doctor Who - but the idea is that they've been around on Earth as long as Humans, but the moment anything living looks at them, and turns away - they instantly forget everything about the Silence. Dead Silent, Silent via TV or picture - will still cause the person to forget about them the moment they look away
