-1 This is alread achieveable through the community and makes a game mechanic in support unnecessary.
If you want this, good. Go and manage it. Advertise it in the "ingame event forum", spamm it across Jita and other systems and see what happens. If you can get a good thing going, come back, I might support the idea then and the desire ot further technical implementation.

-1 It is no problem to find a fight as it is, just not the fair fight you might be looking for. But if that is the case, then Eve is neither the game you are talking about, nor is Eve the game for you.

-1 I neither see the problem you discribe nor the need for an arena mode as suggested or an arena mode at all. The whole game is already PvP and an open sandbox, a match-making system 'a la console' is something that does not suit it. And demanding balance at that, is beyond the whole concept of the game - all tournaments are out of game events and no ship gets balanced with that in mind.

-1 Not to mention that leaderboards are just epeen related and usually the downfall of every game that is not based on such a principle, and most of those even fail. Killboards are the main reason behind griefing (does not equal ganks). Of course you could argue that they would migrate to the new arena, but I could agrue you are training and inciting them to be more competitive and more efficient when they switch back - fired up, so to say.

-1 Balancing would be a hell of a job, requireing a lot of work and could end up being a full feature that takes up a big chunk of the developing process - for an unnecessary feature (still to be proven otherwise).

-1 The fair fight does not happen, mostly not even among friends and with consent, stop being deluded.
