Can I sell API keys on here?

Say I've collected a large number of API's through ways which aren't against Eve's rules, would it be against the rules to sell in bulk here to corporations/alliances seeking intel via the use of these API's?

Please open a Support Ticket to get a formal GM response. If you are selling something it needs to go into the Sell Orders board and it needs to be in-game items for in-game ISK. I'd argue API keys are not in-game items.

Either way, a GM will be able to give you a formal and accurate response.
