It can jump out of hi-sec, but not in to hi-sec.
Cyno can only be lit in low or null sec.

It can jump to any cyno in range regardless of where it is... as long as it isn't docked.

If they can, why do they ever get ganked? Couldn't they just, jump out to a cyno? Or am I going to be told people ship billions in assets without having a local "GTFO" cyno lit nearby for just such an occasion?

Gankers also use points. plus, by the time cyno gets lit and the pilot has time to scroll down to jump to cyno he will be dead.

and sometimes you are not in range of a cyno, these things can only jump so far after all.

"Why do they ever get ganked?" Because people are stupid.

If you are moving a ton of stuff thats worth a lot with a JF, there are ways of undocking, insta-jumping to a cyno then having the cyno be down within seconds. I've only ever seen JF's die to either A)Stupidity or B) Extremely well organized ganks.

But it's 100% avoidable if you are not trying to rush; E.g. if you don't mind spending a full day make a 2-3 cyno trip.

Most of the time, it's because they decide they don't want to futz around with their cyno alt and jump to a POS, thinking the guns will protect them.

i dont get the point of caps not being allowed in HS anyway. Concord has the banhammer now, and there isn't anything a dread can do that a group of nados can't do faster, in terms of raw power.

That's a Templar, an Amarr fighter used by carriers.

Some people use them just like regular freighters, autopiloting across the HS spacelanes.

I suspect your answer was based on your option A.. how would you get all your precious Null goods to jita if you didn't jump gates in HS? some smart people haul more valuable loot in to jita as apposed to out, and as has been stated.. you can't light a cyno in jit Blink

... What next ??

Some people think capitals have only hurt the game since they've been added. It is kind of nice to think there is still a place in EvE they are not allowed.

Yeah but imagine that fleet of nados instantaneously bridged in next to you just because you didn't have time to react when that T1 frigate lit a cyno.
