Read something some time ago ( summer ) that the mission offer from Jeremy Tacs is disabled until,
~ something was going to be fixed.

Edit: You could also petition it and see what response you get.

This mission was disabled after someone posted a guide to farm this mission indefinitely with noob alts. I don't expect it to come back.

Best thing to do is file a petition about it and get an Official reply from CCP regarding that mission.
