If there was anything to pew pew, I would hire mercs in about 22 ms flat, but our enemy lives in fear and here in DAMAG believe they may never undock ever again, still "sifting through" that 400+ GB of Fraps footage in preparation of their defense in Prize Court. Hence the focus shift towards neutrals.

Mr. Chargé d'Affares: The most formidable war known to history has been ravaging since 25 March 2014 a great part of New Eden. That catastrophe, that the bonds of common civilization more than a thousand years old could not stop, strikes mankind and capsuleers alike in its most precious patrimony; it threatens to bury under its ruins the moral and physical progress on which New Eden prided itself at the dawn of the space age.
In that strife, The Federation of DAMAG Conglomerates, and her ally --DAMAG Safety Commission-- have given proof of their indestructible strength in winning considerable successes at war. Their unshakable capsuleers resist ceaseless gankings of their enemies' arms. The diversion in Venillen was swift, but the latest events have demonstrated that a continuation of the war can not breach their resisting power.
The general situation much rather justifies their hope of fresh successes. It was for the defense of their existence and freedom of their interstellar development that the Federation was constrained to take up arms. The decimation of their fleet has brought no change theirin, whereas the enemy has fallen from a once prosperous player alliance that once boasted fifty members in Arclight Omnisystem Enterprises but has since been reduced to a mere fourteen members backed by a petty few.
Not for an instant has the Federation swerved from the conviction that the respect of the rights of the other corporations or alliances is not in any degree incompatible with their own rights and legitimate interests. They do not seek to crush or annihilte their adversaries.
Conscious of their military and economic strength and ready to carry on to the end, if they must, the struggle that is forced upon them, but animated at the same time by the destire to return Ded End Damage Inc. to its rightful home and to bring the horrors of war to an end, The Federation of DAMAG Conglomerates propose to enter now into peace negotiations. They feel sure that the propositions which they would bring forward and which would aim to assure the existence, honor, and free development of their peoples, would be such as to serve as a basis for the restoration of a lasting peace.
If, notwithstanding this offer of peace and concilition the struggle should continue, the Federation is resolved to carry it on to a victorious end, while solemnly disclaiming any responsibility before mankind, capsuleers, and history, and is ready to pay the minimum required of a War Declaration of only 50 Million ISK to continue the war until DAMAG is free.

The Federation of DAMAG Conglomerates has declared war on Arclight Consolidated.
Within 24 hours fighting can legally occur between those involved.

Thus, there will be a brief Armistice in recognition of the Ancient Earth Holiday of American Independence, and then the war will recommense until the enemies submit to the New Halaima Code of Conduct as recognized by interstellar law.

Someone has cruiser warfare confused with submarine warfare.

During WWI, the German High Seas Fleet was essentially bottled up in its base by the British Grand Fleet. Independent elements, such as the battlecruiser Goeben or Admiral Graf Spee's East Asia squadron had all been hunted down and sunk in 1914 and early 1915 (See the Battle of the Falkland Islands, SMS Dresden, SMS Scharnhorst, SMS Gniesenau and SMS Emden). Surface actions.

Surface actions in 1916 included the raids on Yarmouth and Lowestoft and the Battle of New Dogger Bank, all of which were actions by battlecruisers, mostly being efforts by the Germans to lure out British heavy ships so they could be isolated and destroyed individually or in small groups, and try to reduce the British numerical superiority.

Surface raiding by German ships was limited to the very beginning of the war, and while some of it makes for very entertaining reading, in terms of tonnage sunk it's a drop in the bucket compared to submarine warfare, which I think is what our intrepid historian is actually thinking of.

There is an excellent book, Castles of Steel, by Robert K. Massie, that covers the naval history of WWI for anyone interested. As an aside, this book discusses the qualitative advantages of German ships, which held to Admiral von Tirpitz's maxim that the first duty of a warship is to remain afloat.. advice that many a ship fitter would do well to remember.
