If there was anything to pew pew, I would hire mercs in about 22 ms flat, but our enemy lives in fear and here in DAMAG believe they may never undock ever again, still "sifting through" that 400+ GB of Fraps footage in preparation of their defense in Prize Court. Hence the focus shift towards neutrals.

DAMAG has compiled a list as towards what will be considered contraband of War:

Ammunition

Any and all objects that can be reprocessed for ammunition manufacture, i.e. modules and otherwise that possess Tritanium and other low grade minerals that the enemy may use to break down into ammunition for more wanton destruction.

Combat Based Modules

EWAR Modules

PLEX

Tactical Insertion Modules, i.e. Cyanosural Field Generation

Turrets and Bays

Whatever else the Officer Of the Day determines is Contraband of War arbitrarily for that day.

Neutrals near the Venilen Area subject themselves to Torpedo Attack Without Warning while traversing the Space Lanes leading into and out of the Area. As is previously stated, Venilen is seated in the area of War!

Someone has cruiser warfare confused with submarine warfare.

During WWI, the German High Seas Fleet was essentially bottled up in its base by the British Grand Fleet. Independent elements, such as the battlecruiser Goeben or Admiral Graf Spee's East Asia squadron had all been hunted down and sunk in 1914 and early 1915 (See the Battle of the Falkland Islands, SMS Dresden, SMS Scharnhorst, SMS Gniesenau and SMS Emden). Surface actions.

Surface actions in 1916 included the raids on Yarmouth and Lowestoft and the Battle of New Dogger Bank, all of which were actions by battlecruisers, mostly being efforts by the Germans to lure out British heavy ships so they could be isolated and destroyed individually or in small groups, and try to reduce the British numerical superiority.

Surface raiding by German ships was limited to the very beginning of the war, and while some of it makes for very entertaining reading, in terms of tonnage sunk it's a drop in the bucket compared to submarine warfare, which I think is what our intrepid historian is actually thinking of.

There is an excellent book, Castles of Steel, by Robert K. Massie, that covers the naval history of WWI for anyone interested. As an aside, this book discusses the qualitative advantages of German ships, which held to Admiral von Tirpitz's maxim that the first duty of a warship is to remain afloat.. advice that many a ship fitter would do well to remember.
