Unable to create contracts.

Hi,

I have Contract V, with no out standing contracts, 21 slots free, 500 corp slots free. the item im trying to contract is in my own hanger, it is fully repaired.

I select the item, create contract
item exchange-> Public (NEXT)
ensure the item -> (NEXT) ----- refuse to go to next page no matter what i do. no message comes up .

I traded this item manually to my alt, another account. then tried to create the contract. it has no problems. so I believe this issue is account based.

Please help

Update: Items work, just not fitted ships.
