I'd definitely prefer to keep noobships as they are right now as far as being able to fit a cyno without anything else needed.

You still need some decent skills to fit it without any other modules.

Yes this is my #1 reason for doing it too... I can see how it'd make a huge performance enhancement on their database processing without tens of thousands of pilots always getting noobships for each station they land in without a ship

There should be a limit of one requested ship per half hour or something like that.

this, unless you get podded, then you get a "freebie" token that can circumvent the "only one per [time]" rule (you still have to request it though). While probably not the end of the world - there have been times after I've moved that I get podded back a bazillion jumps because I forgot to move my cloneCry.

I definitely think there should be a timer as well -- but maybe 10-15 minutes, not 30
