Make Phoenix's useful: Citadel Missiles reduce reinforced mode

Allow ships with citadel missiles to shoot at reinforced structures. Each missile shaves off 1 second.

So, once an alliance gets 200+ pilots into Phoenixs and leviathans, firing 3 missiles per phoenix and 6-7 per leviathan, they should be able to strongarm the timers that give defenders a chance to meet on mutual terms and actually defend their property?

Lets take a 3 day reinforce timer. 170 phoenix, 30 leviathans. 9.76 duration on launchers, 3 launchers per phoenix, 7 per leviathan. That's 720 launchers, firing 74 torpedos per second.

A 3 day reinforce timer is 72 hours or 4320 minutes or 259200 seconds.

That means, with those 200 ships, being defended or resupplied by whatever support fleet is present, the 3 day reinforce timer of a station would be consumed in UNDER 1 hour.

170 dreads and 30 titans is by no means an unrealistic force for one of the big three. This sort of change would only further their ability to crush any new alliances attempts to take their space.

It would also further their ability to crush each others' defenses, allowing Sky Marshals and Fleet Commanders to push their F1 monkeys further and harder. The fight would no longer end at reinforcement. Instead, reinforcement would mean reshipping, grinding down the reinforcement timer and reshipping again afterward to finish the structure grind.

Pilot burn-out would skyrocket. F1-monkey supply would see unprecedented attrition rates as pilots either unsub or go back to highsec where they can't be punished for not showing up to yet another structure/reinforcement shoot.

A change like this might actually cause two of the big three to crumble, leaving only CFC to own the entirety of nullsec - which would ultimately cause the CFC to stagnate and/or split into pieces.

While I agree that this is a bad idea due to rendering reinforcement (and the important role it plays) completely useless, I do admit that the ramifications could lead to a very changed nullsec.
