I am facing dis in da recent times or recently in Minimatar Space but i am not sure if it is because of the FW changes or if t has to do with crime watch... Are Jondik and the neighboring systems legal systems validated by concord or do i have to pendraise my ship first?

I am fully aware of the patch notes but maybe i missed something as I always find myself in question.

That said, Jondik, and all adjacent systems are highsec, so doing bad stuff will elicit a Concord response (Hagilur and Otou are the nearest lowsec systems to that one).

Pendraising your ship is always a good idea, recheck all patch notes from 2008 for the exact procedure.

If there is every any doubt, ALWAYS pendraise your ships and ask CONCORD for "MOAR PSSSSSSSSHHHH" while you emulsify your war targets.

It's just common sense.

To answer your question, Jondik is a .9 so probably Concord validated. But it's always worth pendraising your ships. For immersion.
