For hours people can scam in "Rookie help"?

Huh? What? Why?

When someone pops your ship when you have a bounty on you, they get 20% of the estimated value of the ship + fittings, assuming of course you have enough bounty to cover that. Since you are a new player, you most likely won't be flying around 5bil Machariels with 1bil bounty on your head. The bounty system is rather useless at the moment, since it doesn't allow people to attack you in high sec, barring suicide ganks of course; suicide ganking a t1 frig or even a t1 cruiser in high sec is rather pointless.

CCP should add a section to the New Player Experience about bounties. Seen many other new players think in a similar way about bounties and complaining that they cannot do anything because of a 10mil bounty on their head.

That's what it's there for. If you are going to sit there and argue with him for an hour, you are going to implode. Report him and move on. I'd be more concerned about the person going on and on in an argument rather than the guy that just put in a report and blocked the guy. I'm definitely not going to sit there and argue with the guy, no way.

And for outside of newbie help, it doesn't always apply.

But as far as for this, there is no way for us to judge, we don't have the transcript as a GM would have access to. If there were reason for action to be taken, I'm sure they took care of it, no matter how long you argue with the guy.

Why don't they? How do you know? Maybe the OP was his target, just looking for someone to argue with and get all running to the forums to post how EVE falls short compared to WoW, SWG, STO or whatnot. Where is the transcript? Who else was on and talking to the guy? As mentioned, newbies have little to steal. This is an issue for a GM, they have access to the logs to determine what went on. I just wouldn't sit there and argue with the guy (just like I'm not going to argue with you anymore), it's pointless, and I don't think every newbie was born yesterday to be so easily scammed, and with nothing to scam. It's most likely a point of argument, causing problems, and you are getting wrapped up in the results here.

In this particular incident, probably yes (especially given the OP's reactions). Still, that doesn't change the fact that there's a lot of trolling, scamming and awox inviting going on in the help and rookie help channels. And while not everyone may be a blithering idiot (although many are) and not everyone in those channels is an actual newbie even though they try to portray one, the ones who DO fall for stuff like this do so because they're newbie and don't understand the game mechanics and/or "spirit of EVE".

Rookie Help is not the place to introduce people to those concepts, at least not in the way it's been described here. The solution to people doing those things is not "look the other way", it's "tag them and let GM's sort them out".
